This month’s featured GARC Data Platform user is Lilongwe Society for the Protection and Care of Animals (LSPCA). As a non-profit organisation based in Lilongwe, they are dedicated to veterinary care and animal welfare. To teach the community compassion for animals in Malawi, they work with the government and other partners to drive public awareness campaigns, humane education, veterinary support, and promote the enforcement of the Animal Protection Act.
In August 2024, GARC recognized its first Rabies Centers of Excellence (RCE), and since then many more organizations have joined our community of dedicated rabies champions. RCEs approach rabies elimination in their community with a keen awareness of local challenges. As part of our Communities Against Rabies initiative, we want to showcase the incredible work that they do.
As part of GARC’s Chats with Champions series, this article highlights the inspiring work of The Dziko Project in southern Sri Lanka. Founded by expat volunteers and named after a beach dog in Malawi, they focus on sterilisation, rabies vaccination, and community education. With support from GARC, they aim to expand their impact and empower more communities to protect both people and animals.
We are excited to announce that Dr Andre Coetzer, previously GARC’s Technical Director, has been appointed as the Chief Executive Officer for GARC from July 2025.
This month’s featured GARC Data Platform user is the Department of Livestock Development (DLD), Zanzibar. The DLD falls under the Ministry of Agriculture, Irrigation, Natural Resources, and Livestock. They play a pivotal role in advancing the livestock sector through disease prevention and control.

Behind the Bark: Understanding Dog Behavior is designed for community workers, educators, and animal care professionals and anyone who wants to learn about dog behavior across Asia and Africa. In 60 to 90 minutes, the three webinars will explore how recognizing and respecting dog communication can prevent bites, reduce fear, and ultimately save lives.

In April 2025, GARC was invited to participate in a workshop with the objective of strengthening data standards for rabies surveillance and vaccination across Eastern Africa. The workshop was organized by the World Organisation for Animal Health (WOAH) and brought together the national animal rabies focal points from twelve countries: Burundi, Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Sudan, Tanzania, and Uganda.
