
What rabies elimination work do you do?
Since 1994, Dr Emmanuel Estipona worked with the City Veterinary Office leading rabies vaccination drives, but soon realized that despite decades of vaccination drives, rabies continues to claim lives due to deep-rooted cultural practices. This inspired the CHANGE Approach (Community Harmony on the New General Approach to Rabies Elimination)—a holistic model that combines vaccination with responsible ownership, cultural change, and community-wide participation. With twelve innovative strategies—from spay-neuter and targeted rabies education to local enforcement teams, pet therapy, and adoption programs—CHANGE transforms rabies elimination from a government-imposed program into a shared community mission.
