Rabies remains a serious yet preventable public health threat in the Philippines, claiming lives annually, especially among children. In response, the Philippine government established the National Rabies Prevention and Control Program with the goal of eliminating rabies by 20230. The NRPCP is a multi-agency initiative jointly implemented by national government agencies including the Department of Agriculture – Bureau of Animal Industry (DA-BAI), Department of Health (DOH), Department of Interior and Local Government (DILG), Department of Education (DepEd), and the Department of Environment and Natural Resources (DENR). These agencies coordinate efforts across sectors in accordance with ONE HEALTH APPROACH, which recognizes that the health of humans animals and the environment are interconnected. This approach is essential in addressing zoonotic diseases like rabies, which require an integrated response across public health, veterinary, and environmental disciplines.

The program is anchored on Republic Act No. 9482, also known as the Anti-Rabies Act of 2007, which mandates mass dog vaccination, responsible pet ownership, and public education as essential strategies to eradicate rabies. Complementing this, Republic Act No. 8485, or the Animal Welfare Act of 1998, emphasizes the importance of humane treatment and responsible care of animals—principles that directly support rabies prevention efforts.

In alignment with these national directives and the global goal of zero human rabies deaths by 2030, the Veterinary Services Department of Pasig City, in partnership with the Global Alliance for Rabies Control (GARC NGO) and the Pasig City Education Department (PCED), is launching the Training of Trainers (ToT) entitled “Empowering Educators: Rabies-Free Pasig City Starts with You” - A World Rabies Day Celebration.

Through this partnership, public school teachers from DepEd-SDO Pasig will be invited as participants, recognizing them as vital partners in advancing rabies awareness, responsible pet ownership, and animal welfare practices within the school and community setting.

By equipping educators with accurate, law-based information and practical teaching strategies, this Training of Trainers (ToT) aims to transform schools into platforms for rabies prevention and animal welfare advocacy. Through empowered educators, the program envisions building a well-informed, proactive community that supports both the humane treatment of animals and the elimination of rabies – ultimately contributing to a Rabies-Free Pasig City and eventually, a Rabies-Free Philippines.
