
During 2019, the Livestock and Dairy Development Department District Peshawar executed an activity for pro-active control of rabies disease in humans, through controlled population turn-over of stray dogs. The activity was funded by the District Administration. There were two predisposing factors for the intervention to be carried out; the uncontrolled canine population growth and animal welfare concerns of shooting dogs by the municipalities. Previously, it was a routine practice to shoot the stray dog to death, when its presumed to be rabid. With the emerging animal welfare advocacy and new trends for population control of the canine, the idea of Capture, Neuter, Vaccinate and Release (CNVR) as practiced globally was floated by the District Director Livestock Peshawar. The idea has got a considerable attention, and the activities were initiated on pilot basis in Peshawar. The Municipalities were also kept on board, as to control the dog population is their responsibility. In the intervention the responsibility of catching, transportation to & From veterinary hospital was shouldered to the staff of Town Municipal Officer Peshawar. The activity was implemented with a huge success. As the activity was kept continued so for more than 2500 canines are neutered.
Seeing the success of the pilot interventions in district Peshawar, the project was extended to seven divisional headquarters in revised PC-1. Keeping in view the importance and success of the activity, the intervention is proposed in the Current year ADP for implementation at District level, across the province. Livestock and Dairy development department with existing facilities in all districts and technical human resources provide the least cost methods for starting neutering technique at mass level.
The instant project has the following major components.
- Population Survey of Stray Dogs by Local Government.
- Strengthening / Establishment of Operation Theatre at District Headquarter Hospitals by L&DD Ext.
- Identification and capturing of stray dogs by Local Government.
- Neutering of Stray Dogs by L&DD ext.
- Vaccination of Stray Dogs by L&DD Ext
- District Coordination Committee by District Administration.

The project is revised for another three years and now and there will be around 70000 stray dogs will be neutered and vaccinated against rabies disease
