The Stepwise Approach towards Rabies Elimination (SARE) is a practical planning, monitoring and evaluation tool to guide, develop and refine rabies control programmes. It provides measurable steps, designed as a logical flow of activities, to progress from Stage 0 to Stage 5, in efforts towards freedom from dog-transmitted rabies.

A SARE score of 3.5 out of 5 signifies that the country is nearing freedom from dog-mediated human rabies, with a concurrent decline in animal rabies cases.

Rabies education materials were distributed to the Early Childhood Education and Development Division of Muntinlupa City. These materials include activity books and sheets containing age-appropriate activities to teach children about rabies, responsible pet ownership and bite prevention.

GARC assisted in the development of the program and workshop facilitation for the creation of the 2020-2030 National Rabies Elimination Plan. The workshop was attended by representatives from the different agencies of the National Rabies Prevention and Control Committee as well as Regional Rabies Coordinators from the health and agriculture sector.

As part of the Early Childhood Intervention program of the CARE project, 23 daycare teachers were trained on rabies, responsible pet ownership, animal bite management, rabies communication to the community trough the use of the GARC Education Platform materials.

In the Philippines, GARC worked with the local and national government to set up comprehensive model rabies elimination programmes, incorporate rabies prevention into the education curriculum, increase awareness across the country and improve surveillance measures.
